Bay Area Infrastructure Finance Authority (BAIFA) Resolution No. 36, Revised - Revision of Exception to Assessment of Penalties

Request to refer BAIFA Resolution No. 36, Revised - Revision of Exception to Assessment of Penalties, to the Authority for approval. The resolution offers a one-time waiver of one violation penalty to all customers, as required by statute, or a one-time waiver of all violation penalties to customers eligible for BATA’s low-income payment plan. This would take effect after BAIFA’s current one-time waiver policy expires on September 30, 2024.

Services for Express Lane Network Toll System Lifecycle Replacement: i. Contract - General Systems Consulting Services - Silicon Transportation Consultants, Inc. ($4,000,000); ii. Contract - Implementation Advisory Services - Atkins North America, Inc. ($500,000)

Request for Committee approval to contract with: i. Silicon Transportation Consultants, Inc. (STC) to serve as the general systems consultant for the lifecycle replacement of the express lane tolling system for the BAIFA Express Lane Network in an amount not to exceed $4,000,000 through June 30, 2027, and ii. Atkins North America, Inc. to provide implementation advisory services in an amount not to exceed $500,000.
